He received his B.Sc. degree in Computer Engineering from Kyrgyz Technical University, Bishkek, Kyrgyzstan, and M.Sc. and Ph.D. (with major in Computer Engineering, and minor in Control Systems) degrees in Electrical and Electronics Engineering from Middle East Technical University, Ankara, Turkey.

His research interests include intelligent transportation systems, vehicular technologies, vehicle maneuver coordination and scheduling.
